I have a new Inspiron 15 3521. I tried to update to Windows 8.1 several times. It downloads to 50% and then says Installing for a few seconds and then Getting PC Ready for a few seconds then it starts downloading again. One time got the error code 0×80240031. Steps taken so far

1. I ran Windows Update and the Intel Storage Controller 7 Series Controller needed to be updated. The update failed. It seems as if Windows 8 is getting confused on what needs updating.

2. I went to Dell's Driver Support site and it detected the same driver needed to be updated. I ran the update and it installed successfully. I restarted the PC. I ran the Dell driver update again just to be sure and it said it needed to be updated. I tried it 3 times and every time it said success but it never updated.
3. Downloaded driver from Dell and tried to install from Device Manager. It said the driver was up to date.

4. Went to Intel's driver update site and it said it was up to date.
5. I hide the update in Windows Update to see if that would work. It didn't.
